Tiers
You probably keep hearing this. Tiering is very much in most MMOs....just different naming conventions. What it means here is variable difficulty and rewards.
At each Tier the AI Automatically Updates itself based upon that Tier. Some areas/regions are static and others there will be configuration signs where your group sets the Tier of the instance. This will be reserved for Dungeons and Battle Zones. Places not typically an 'Exploration' class area.
WoA Tiers:
Tier 0 (Exploration and Low Level Zones)
- Levels to 15
- No Upgrading of Creatures
- No Commendations
- Tier 1 Gem Bags and Trade Stones
- Random Goodies
Tier 1 (Soldier)
- Levels to 20ish
- Creatures Upgraded to +1
- Creatures Stats Upgraded (HP, Attributes, DR...etc)
- Soldier Commendations
- Tier 1 Gem Bags and Trade Stones
- Random Goodies
Tier 2 (Lieutenant)
- Levels to 25ish
- Creatures Upgraded to +2
- Creatures Stats Upgraded (HP, Attributes, DR...etc)
- Lieutenant Commendations
- Tier 2 Gem Bags and Trade Stones
- Random Goodies
Tier 3 (Captain)
- Levels to 28ish
- Creatures Upgraded to +3
- Creatures Stats Upgraded (HP, Attributes, DR...etc)
- Captain Commendations
- Tier 3 Gem Bags and Trade Stones
- Random Goodies
Tier 4 (Commander)
- Levels 30+
- Creatures Upgraded to +4

- Seriously gruesome. For Elite players.

WoA 'ish' reasoning.
A long time ago I found a very viable math formula that expands the difficulty ranges for players and creatures. There were a couple requirements for this to happen since leveling just does not have much affect on the 'greatness' of a character. If you are level 10 or 20 with the same gear you will almost have no difference in your fluid output. Casters have the natural advantage here...because they are 'walking upgrades'. In WoA casters need solid tanks....summoned creatures are a waste of a spell.
What was found and proven is gearing the character properly can have massive affects on where the adventuring takes place....hence no level restrictions on gear here. If you can find or purchase it you can wear it.
Getting into higher Tiers means getting the better Commendations. Which means attaining really nifty items that add Attributes and Features to any of your gear. As with the the Commendations, these items cannot be purchased but can be traded or auctioned.
What this does is basically makes an unlimited array of player made gear. All of viable, and all of it player generated. You choose....not the designer.
This is what the Tier System is all about....you making your stunningly cool looking character and then buffing the shite out of it with nifty/handy trinkets. All of them are meant for Role Play as well.
